"It is not the goal to turn doctors into assisted suicides," bahr told the "passauer neue presse" (monday). C ommunal elections are a cornerstone of our democracy. And they don't do it for free. But what do the elections cost municipalities, cities and counties – and thus the taxpayers?? The question is not easy to answer. On the one hand, the costs for the elections of mayors and district councils, municipal councils, city councils and county councils, which take place in bavaria only every six years, fluctuate from time to time. On the other hand, there is also a lot of working time spent by the municipal administrations that is not recorded and reported separately.

In response to a question from the bayerischer gemeindetag (bavarian association of municipalities), it simply says: "there is no statistical data on the costs of municipal elections." Press spokesman wilfried schober explains that most of the costs cannot be attributed to the election because, for example, "the employees in the municipalities are there anyway and are not recruited specifically for the municipal election. They are involved in the preparations for and the conduct of the election during their regular working hours."

Additional costs are incurred by the municipalities, for example for election documents, staff training and the "pocket money" for the volunteer election workers on election day. Schober recommends asking a municipality about these costs and multiplying them by the number of municipalities in bavaria (2056) to arrive at an approximate value for the expenditures of the bavarian municipalities.

But even that is not so simple. Inquiries at different municipalities in the district of bamberg do not bring a clear result. Concrete figures are provided by the district administration office, which, however, is not involved in the staffing of the polling stations and the payment of votes. In the 2014 district and county council elections, the district therefore paid the 36 municipalities a pro-rata reimbursement of election costs totaling around 110,000 euros. That was 91 cents per person entitled to vote. For the upcoming election, this amount is to be increased to over one euro, according to press spokesman frank fortsch. The french woods are in bad shape. This is mainly due to the drought of recent years. Scientific measurements at the forest climate stations (WKS) of the bavarian state forestry institute (LWF) prove this with frightening clarity.

"Normally, the leaves first turn colorful. Now the trees are shedding it while it is still green", gerald ziegmann states. The forest manager kneels in front of one of the ten catch baskets at the forest climate station near schmerb in the ebracher forest, which collect what falls from the trees. Ziegmann wears laboratory gloves and puts leaves, beechnuts and small twigs into a sterile bag, which is sealed before and after the process.

The early leaf shedding is just one indication of the heat and drought stress the trees are under in this forest stump that has been taken out of use. Four rows of five columns of rainwater collectors are positioned next to the litter collectors. Here we measure how much of the – already low – precipitation arrives at various points on the forest floor. Not much again this year.

Under laboratory conditions

Each week, ziegmann has to fill one container after the other into laboratory bottles and label them precisely. They are sent to a laboratory of the LWF in freising, as are the leaf tutes and many other samples and measurement results. Everything there is also chemically tested, for example, for harmful substances and nutrients.

"We are sampling here under laboratory conditions", benjamin gobel, the local district manager responsible for the station, explains. Gregor schiebl, head of the department for the six forest districts in the bamberg district, also emphasizes that the WKS ebrach is not just any hobby facility, but part of a scientific network of 19 forest climate stations in bavaria.

A look at the measurement results provided by the station in recent years puts worry lines on the foreheads of forestry experts. But all it takes is a professional look upwards – at the trunks and the treetops. Dunn it has become, the otherwise so dense roof of the books, at the origin partially lost the bark.

"It’s already autumn", schiebl notes on this sunny, warm september day. The visitor sees a green forest picture, but the view upwards shows that none of the crowns of the old trees are undamaged.

The station provides information that is consulted for the management of forests, he explains as he moves on to the next measuring device. There stand a row of coarse glass bulbs. Vacuum is used here to extract moisture from the forest floor in various layers – at depths of 20, 50, 80 and 120 centimeters. The glass flasks are all empty.

Roots in the dry

So in the area where the roots normally absorb the major part of the flux needed by the tree, it is bone dry. "With the water in the humus (the uppermost soil layer) was this year not much going on", station supervisor ziegmann reports from his regular observations. "That’s why there is practically no water in the deeper soil layers." A healthy coarse beech needs about 300 liters of water per day, gobel explains.

"This is a highly dramatic situation", says schiebl. Because it hasn’t just been like this since the end of august. The statistical analysis presented by gobel shows that this summer the undersupply of the trees already began at the beginning of july, i.E. Already in the first half of the vegetation period. The dry year 2018, when the water supply to the trees "only" slipped into the red zone at the beginning of august, is having an effect. "It is not five to twelve. It has already struck twelve", says schiebl in view of this. And states, almost with resignation: "here a natural deciduous forest is dying for us."

But the experienced forestry man is immediately combative again. "We want our beech and oak forests to survive in the long term." The situation is however no longer to be solved by mabnahmen of the forest management. "This is a task for society as a whole. Everyone has to change his behavior!", he demands in view of these effects of climate change.

These are also clearly visible during the subsequent visit to a private forest. Gottfried geiling has been managing a community forest of four owners here for decades. "I’ve been going into the woods for 50 years – and I’ve loved it. But the last years it does not make any more spab", he says immediately. He reports on the hurricanes, from wiebke (1990) to kyrill (2007) to fabienne (2018), which have largely swept away the spruce stand in particular. Beech trees are regrown.

Everything done right

The heavy storms have become more frequent, he notes. Geiling has rebuilt the forest, has rejuvenated it, has "done everything right", as the foresters gobel and schiebl confirm to him. And yet the forest seems to be at the end of its rope. And "the timber market is in the dumps. In the past, the forest was the farmers’ savings bank", says geiling. Today you almost have to bring money when you make wood."

"This is a situation that is not the fault of the forest owner", schiebl notes. He cannot offer a simple solution. As a farmer, he knows that there are good years and bad years, says geiling. But now? "If another year like this comes (like 2018 and 2019), then I’m curious what will be left at all."

German telecom can continue to rely on its booming business in north america ahead of the targeted billion-euro takeover in the u.S. The U.S. Mobile communications business in particular provided renewed momentum for the dax company.

Excluding acquisitions and exchange rates, the increase was only 2.9 percent. Profits almost double to 944 million euros. However, this was also due to the fact that a year ago the settlement in the legal dispute over the toll system had cost toll collect around EUR 600 million. In june, telekom secured frequencies for the fast mobile communications standard 5G at an auction, for which 2.2 billion euros are due – but most of the money will not flow out of the bonn coffers until after the allocation expected at the end of august. Competitor vodafone had already opened the first antennas for 5G users in mid-july, making use of old frequencies. Bonn, on the other hand, wants to wait for the allocation of the new spectrum. "Telekom will play a leading role in 5G, there is no doubt about that in our company – we have better sites and we have certain spectrum positions which will help us."

Telekom is also under pressure from vodafone’s takeover of regional fixed-network provider unitymedia, which will enable its dusseldorf-based rival to significantly strengthen its position on the market. "We will respond to this stronger competition," said hottges, citing cost reductions and a restructuring of the store network as examples of the measures to be taken. "We are looking forward to competition, we will not retreat grouchily now."However, telekom may still take legal action – the company still reserves the right to file a lawsuit, the telekom boss said.

Three thalers define the geography of the kronach district. Mountains lie between the talers. And that’s where the difficulty lies – especially for cyclists, says angelika kempf of the kronach district road administration.

All three valleys are easily passable thanks to the extensive network of cycle paths. 330 kilometers of signposted bike paths exist in the entire district. Of course, there could always be more, says kempf. More signposted routes are to be added in the current year. New construction projects underway or in the planning stage. Which projects will be implemented first depends on the list of priorities determined by the district council and on the level of demand.

Rough hurdle land acquisition

It takes at least two years from the planning stage to the finished cycle path. What is more often a problem is the acquisition of land. "Once a landowner does not sell, a bike path can not be built, even if everyone wants it", explains angelika kempf. And money also plays a role. The state of bavaria builds many bike paths, but they have to be maintained by the respective communities.

So repair work and winter services have to be organized by the people themselves. And there is no money for all the cycle routes. The construction of a dedicated bike path next to a road is only required when the traffic volume reaches about 1,500 cars per day. So that there is by all means not a separated cycle path at every tramway.

From kronach to the kodeltalsperre and around the barrier, however, you can ride entirely on bike paths. As far as tschirn, it is safe to cycle away from heavy traffic. The situation in the hablach valley is more problematic, says kempf. There, cyclists have to make friends with cycle paths along busy roads. There is also a gap near fortschendorf, where cyclists have to take the federal highway.

Own concept created

To constantly improve the situation for cyclists, the district of kronach – as one of the first in upper franconia – has developed its own cycling concept. In addition to an inventory, sensible main routes, secondary routes and a supplementary network were defined, in which all national and international cycle routes are also integrated. The concept is constantly being developed in order to create a network of cycle paths in the district of kronach that is as safe as possible for traffic, is coherent and extends beyond the district, with connections to the neighboring districts and as far as thuringia. Above all, a completely new, uniform signposting system has been put in place to identify near and far destinations. Every year, around 800 signs are checked for correctness, cleanliness and visibility, so that cyclists in the district of kronach can always find their way.

Due to the current corona crisis, there are noticeably more cyclists on the roads. Bicycle traffic is increasing, which is also due to the fact that e-bikes make bicycling easier for many people, and now even those who did not dare to ride many of the bicycle routes in the district are venturing out on their bikes, says kempf.

Cycling for fun

And yet the district of kronach will not develop into a stronghold for cyclists. "In the countryside, people are dependent on the car", says angelika kempf. Unlike in big cities, you don’t save time here by switching from car to bike to avoid traffic. Shopping here is mostly done by car, because of the rural structure and the existing topography. The reasons for cycling here are different: "in the district of kronach, people ride bicycles because they enjoy it."

In a historically unique move, the EU commission has rejected the budget plans of heavily indebted italy and warned of dangers for the entire euro zone.

The right-wing populist government in rome is "openly and deliberately" defying all its commitments, said EU vice-president valdis dombrovskis. However, the EU commission remains ready for dialogue, said EU economic affairs commissioner pierre moscovici. After the arrival of the corrected budget plans from rome, the eu commission had another three weeks to form its final opinion.

However, it is unlikely that the italian government will give in. She’s still in campaign mode since taking office barely five months ago.

The nervousness on the markets will therefore remain for the time being. There has also been increasing unrest among EU finance ministers recently.

But the community of states does not have to stand idly by and watch the goings-on. The commission could initiate an official deficit procedure in the foreseeable future, dombrovskis has already threatened. Within this framework, the EU partners could impose more budgetary discipline on italy. If rom also violated these requirements, the finance ministers could theoretically decide on financial sanctions.

In 2016, the EU member states were lenient with spain and portugal – albeit under somewhat different circumstances – despite significant violations. However, the two countries were suffering even more from the aftermath of the financial crisis, during which more than 20 countries have been unable to get their new debt under control since 2010. This time, however, there was less willingness to be lenient in EU circles.
